The CCD Business Development Corporation's
primary activities are: The creation of
private sector employment through local and regional economic
diversification and capacity building, reflecting the conviction that
sound economic development policy arises from local and regional
determination of economic development needs and priorities.
CCD Business Development Corporation is a
private nonprofit Oregon corporation which was formed in 1971. CCD
enjoys a national reputation as one of the leading economic development
organizations in the United States, and is the federally recognized
Economic Development District for Coos, Curry and Douglas counties.
As such, each year CCD is mandated to prepare and update an Comprehensive Economic Development Strategy (CEDS) for the region. CCD’s
CEDS is
the most comprehensive regional planning document for the area and guides
CCD’s regional economic and community development activities.

The CCD Business Development Corporation's primary activity
areas are:
- Development Finance – CCD is
very active in the area of private business lending and was designated
in 1981 by the Small Business Administration as a Certified
Development Company. CCD assists with financial consulting for
business start-ups, acquisitions and expansions for land, buildings and equipment. CCD can provide
working capital loans as well as packaging industrial development revenue
bonds and federally guaranteed loans up to $10 million.
- Enterprise & E-Commerce Zone - The Enterprise
Zone Program was designed to create jobs and local incentives by
providing tax incentives to qualifying businesses and industries. CCD
staff serves as the Enterprise Zone Manager for the four Enterprise
Zones and the E-Commerce Zone in Douglas County, the Coquille Valley
Enterprise Zone and the Bay Area Enterprise Zone in Coos County.
- Business Retention / Expansion
Services – In cooperation
with the Umpqua Community College Small Business Development Center,
the Southwestern Oregon Community College Business Development Center and
the Oregon Economic and Community Development Department Business
Retention Program, CCD provides financial, marketing and management
consulting services for troubled or expanding companies in the region.
- Regional Investment Program - CCD
provides staff to the Coos, Curry, Douglas Regional Investment Board
which is charged with the responsibility for the distribution of
lottery funds within the region.
- Grant/Project Management and
Administration - CCD contracts with cities and agencies in the
region to write grants, provide grant administration services, and to manage projects funded by Federal and State agencies.
Most such projects involve detailed technical compliance requirements
which require experienced staff oversight.
- Staff/Technical Assistance - CCD
provides staff and/or technical assistance for the Douglas County
Industrial Development Board. CCD also serves on the management team for
the Umpqua Economic Development Partnership.

To provide regional economic development leadership – Many economic
development issues cannot be dealt with on a community-by-community basis. CCD
staff and its board of directors, representing government, nonprofit,
Native American and private sectors from Coos, Curry and Douglas counties,
represent a broad spectrum of interest and expertise capable of providing
regional leadership towards economic growth.
- To assist eligible individuals and
businesses to secure funding through CCD programs which work in
partnership with commercial lending institutions – CCD provides a wide
range of business loan programs including revolving loan funds, state
and federal loan and loan guarantee programs, such as the Oregon Business
Development Fund, SBA 504 program, Rural Business Cooperative
Service Intermediary Relending Program and business and industrial programs.
- To bring new and expanding business to the
region – CCD manages six Enterprise Zones and one E-Commerce Zone in the region whose purpose
is to attract companies and capital to the region to create jobs and spur
local economic diversification.
- To bring state and federal grants to the
region – Through its knowledge and expertise with state, federal and
private grant programs, CCD provides funding information and assistance to
local entities.
- To provide technical assistance for locally
initiated projects – Utilizing staff and outside technical assistance
resources provided by private, state and federal agencies, CCD coordinates
and delivers necessary technical assistance for projects and programs that
are initiated by local citizens, organizations and governments.
- To provide economic research, information
and library services.
